IHRDC and Saudi Aramco Shell Refinery Company Partner for Competency Management Development
Team Successfully Builds Database of Technical Competencies for all Jobs at SASREF
The goal of the project was to enhance SASREF’s capacity for training and development so that each employee could achieve mastery of the essential skills and knowledge required for their respective roles and establish pathways to superior performance in line with the company’s business objectives. To achieve this, IHRDC leveraged in-house resources including a package of competency-based development schemes, certification systems and learning solutions, and the company’s proprietary CMS Online software.
The project entailed customizing IHRDC’s industry- standard competency models to meet SASREF’s specific requirements, tailoring the requirements for each position to align it with the refinery’s business strategy, processes and terminology, and providing the custom data for the SASREF Human Capital Management System, SAP. Each Job Competency Model specified descriptions for the four levels of competency — Awareness, Basic Application, Skilled Application and Mastery — associated with a given position along with the required level for a specific job title. The 30 to 40 competency units within each model defined the knowledge, skills and behaviors required for a specific activity or task.

Developing employees by identifying competency based learning solutions has been a long-term goal of the Training and Development Department at SASREF. Now with the foundational competency models, creative learning solutions for development of the entire workforce is possible.
IHRDC competency services focus on creating competency models for key job positions in operating oil and gas organizations covering key engineering, geosciences, project management, operations, maintenance, business support and health, safety and environmental disciplines and using these models to assess the competence of each individual or jobholder.
The SASREF competency management integration project represents another chapter in the story of IHRDC’s successful effort to benchmark the human skills required to conduct the essential operations of the highly complex international oil and gas industry on a daily basis and ensure its ongoing efficiency, reliability and safety.
